On Saturday, November 27, 2010, H. Browning Spence, Ph.D., a leading advocate for children and families in Pinellas County, and most recently the Deputy Director of the Juvenile Welfare Board (JWB), died at his home.
Dr. Spence joined the Board of Directors of the National Association of Planning Councils (NAPC) in 2005 and was elected Board President in 2009. In recognition of his service, he was named NAPC Director Emeritus upon his retirement.
